Bare walls in the crawl space
The dirt floor isn't the only source of moisture in a crawl space. Since most crawl spaces are entirely below ground, the walls are surrounded by moist dirt. If it is a block wall foundation, like this home, the hollow centers of the concrete blocks can fill with water. All that water has to go somewhere, and usually that means it will leak out either as standing water or moisture in the air.

Most homes have a thin layer of clear plastic in the crawl space. It doesn't provide much protection to begin with, and over time it can get torn and moved out of place. With huge sections of exposed ground, this crawl space was basically unprotected.
Damaged air ducts
Soft air ducts are very common and they are easily damaged by moisture. When they stay dry, they work great, so after the crawl space is fixed, the new ductwork will function properly.
Stringy and falling insulation
Insulation like this will get ruined by moisture in the air. It soaks it up like a sponge and then starts to sag, sometimes it even falls to the ground.
Prepping the crawl space for the new liner
